Всеукраїнська екологічна ліга наголошує на негативних наслідках для довкілля та життя і здоров’я людей внаслідок витоку аміаку на підприємстві «Стирол» в окупованій Горлівці 15 січня 2022 року!

Це підприємство до початку російської військової агресії та окупації частини території Донецької та Луганської областей було одним з найбільших виробників хімічної продукції. Підприємство відноситься до об’єктів, що становлять підвищену екологічну небезпеку. Остання аварія на «Стиролі» відбулась у 2013 році. Внаслідок аварії відбувся викид газу аміаку, п’ятеро людей загинули та майже 20 постраждали.

Аміак 1Будь які пошкодження ємностей з аміаком становлять надзвичайну небезпеку для довкілля та життя і здоров’я людей.

Аміак – безбарвний газ із запахом нашатирного спирту. Суміш парів аміаку з повітрям є вибухонебезпечною.

У разі витоку аміаку можливе отруєння, тому що аміак спричиняє подразнення верхніх дихальних шляхів. Ураження невеликими концентраціями викликає подразнення очей і слизової оболонки носа, слинотечу, головний біль, почервоніння обличчя, біль у грудях. Пари аміаку під час контакту зі шкірою спричиняють опіки різних ступенів. Симптомами високих концентрацій є різкий біль в очах і сльозотеча, відчуття задухи, сильні напади кашлю, запаморочення, болі в шлунку. Надто високі концентрації можуть призвести до серйозних розладів здоров’я та загибелі людей.

Гранично допустима концентрація аміаку в атмосферному повітрі населених пунктів є такою: середньодобова – 0,04 мг/м, максимальна разова – 0,2 мг/м. Токсичний набряк легенів розвивається у разі дії аміаку протягом години з концентрацією 1,5 г/м.

Всеукраїнська екологічна ліга вимагає від уряду України, Ради національної безпеки та оборони України звернутись до міжнародних організацій, зокрема, ОБСЄ щодо негайного розслідування обставин та наслідків витоку аміаку на «Стиролі».

ВЕЛ неодноразово наголошувала, що безвідповідальна політика російської окупаційної влади на територіях Донецької та Луганської областей завдає значної шкоди довкіллю та загрожує життю і здоров’ю людей. Відбувається порушення екосистем та природоохоронних територій; руйнування промислових, екологічно небезпечних об'єктів; погіршення санітарно-гігієнічних показників джерел питної води; порушення геологічного середовища.

Всеукраїнська екологічна ліга вважає за необхідне:

- Забезпечити систематичний збір та аналіз інформації про стан довкілля зокрема навколо еколого небезпечних об'єктів на окупованих територіях Донецької та Луганської областей.

- Забезпечити організацію супутникового моніторингу довкілля для оцінки техногенних ризиків та збитків, нанесених військовими діями та злочинними екологічно небезпечними рішеннями окупаційної влади, в тому числі, для розрахунків збитків від пошкодження земель лісового фонду, сільськогосподарських земель, об’єктів природно-заповідного фонду, стану водних ресурсів на окупованих територіях.

- Провести екологічний моніторинг стану природоохоронних територій з оцінкою шкоди, завданої екосистемам (здійснити облік червонокнижних видів, визначити ступінь порушення та деградації ландшафтів тощо).

- Здійснити геолого-екологічний аналіз вугільних шахт для визначення ступеня їхньої безпеки та розробити заходи з відновлення геологічного середовища після воєнних дій.

- Розробити програми відновлення порушених екосистем із залученням представників міністерств, відомств, науковців, громадських природоохоронних організацій, місцевих органів влади Донецької та Луганської областей.

 

AMMONIA LEAKAGE AT STIROL ENTERPRISE

The All-Ukrainian Environmental League points to the negative consequences for the environment and the life and health of people due to the leakage of ammonia at the Stirol enterprise in the occupied Horlivka on January 15, 2022!

Before the beginning of the Russian military aggression and occupation of part of the territory of Donetsk and Luhansk regions, this enterprise was one of the largest producers of chemical products. The enterprise belongs to the objects of increased environmental hazard. The last accident at Stirol occurred in 2013. The accident resulted in the release of ammonia gas, killing five people and injuring nearly 20.

Any damage to ammonia containers poses an extreme danger to the environment and human life and health.

Ammonia is a colorless gas with an odor of smelling salts. A mixture of ammonia vapor with air is explosive.

In the event of an ammonia leak, poisoning is possible, since ammonia causes irritation of the upper respiratory tract. Damage in small concentrations causes irritation of the eyes and nasal mucosa, salivation, headache, reddening of the face, chest pain. Ammonia vapors in contact with the skin cause burns of varying degrees. Symptoms of high concentrations are a sharp pain in the eyes and watery eyes, a feeling of suffocation, severe coughing spells, dizziness, and stomach pain. Too high concentrations can lead to serious health problems and death.

The maximum permissible concentration of ammonia in the atmospheric air of settlements is as follows: average daily - 0.04 mg/m, maximum one-time - 0.2 mg/m. Toxic pulmonary edema develops under the action of ammonia for an hour with a concentration of 1.5 g/m.

The All-Ukrainian Environmental League demands from the government of Ukraine, the National Security and Defense Council of Ukraine to apply to international organizations, in particular, the OSCE regarding an immediate investigation into the circumstances and consequences of the ammonia leak at Stirol.

AUEL has repeatedly noted that the irresponsible policy of the Russian occupation authorities in the territories of Donetsk and Luhansk regions causes significant damage to the environment and threatens the life and health of people. There is a violation of ecosystems and protected areas; destruction of industrial, environmentally hazardous facilities; deterioration of sanitary and hygienic indicators of drinking water sources; disruption of the geological environment.

The All-Ukrainian Environmental League considers it necessary:

- to ensure the systematic collection and analysis of information on the state of the environment, in particular around environmentally hazardous facilities in the occupied territories of Donetsk and Luhansk regions.

- to ensure the organization of satellite monitoring of the environment to assess man-made risks and damage caused by military operations and criminal environmentally dangerous decisions of the occupying authorities, including for calculating damage from damage to forest fund lands, farming lands, objects of the natural reserve fund, the state of water resources in the occupied territories

- to carry out environmental monitoring of the state of protected areas with an assessment of the damage caused to ecosystems (to carry out an account of Red Book species, to determine the degree of disturbance and degradation of landscapes, etc.).

- to carry out a geological and environmental analysis of coal mines to determine the degree of their safety and develop measures to restore the geological environment after hostilities.

- to develop programs for the restoration of disturbed ecosystems with the involvement of representatives of ministries, departments, scientists, public environmental organizations, local authorities of Donetsk and Luhansk regions.
